August 1, 2003) (Declaratory Ruling). See OMB No. 3060- 1053. These information collection requirements relate to voluntary reporting requirements concerning the TRS mandatory minimum standards, which apply to the providers of TRS. See 47 C. F. R. sections 64.604 (a)( 1) and (a)( 3) (reporting required if waiver sought of various requirements). As stated in the Declaratory Ruling, the effective date of these newly approved TRS rules is the date notice of the OMB approval is published in the Federal Register.
