A number parties interested in this matter have asked whether comments responding to the Notice of Proposed Rule Making should be filed with respect to both dockets. To simplify this filing process and minimize the burden on both interested parties and the Commission’s resources, we are requesting that parties responding to the Notice of Proposed Rule Making submit comments, replies and any other pleadings or information only in the newly established ET Docket No. 04- 37. Written comments may be filed using the Commission’s Electronic Comment Filing System (ECFS) as an electronic file via the Internet at http:// www. fcc. gov/ e- file/ ecfs. html. In completing the transmittal screen, commenters should include their full name, Postal Service mailing address, and ET Docket No. 04- 37.
