P. d/ b/ a SBC Texas (SBC Texas) requesting modification of a local access and transport area (LATA) boundary to provide two- way, flat rate, non- optional expanded local calling service (ELCS) between the Jackson and Tyler exchanges in Texas. 1 Interested parties may file comments concerning this request on or before April 6, 2004, and reply comments on or before April 13, 2004.
