P., Nevada Bell Telephone Company, and the Ameritech Operating Companies; Qwest Services Corporation; Sprint Incumbent Local Exchange Companies; and Verizon (collectively “Joint Petitioners”) filed a petition for waiver of section 61.45( d) or, in the alternative, a declaratory ruling to permit the Joint Petitioners to treat end user common line settlement payments to independent payphone service providers as exogenous costs. Pursuant to sections 1.415 and 1.419 of the Commission’s rules, interested parties may file comments on or before May 16, 2005 and reply comments on or before May 26, 2005.
