On September 24, 2004, the Commission released a Notice of Proposed Rulemaking (NPRM) seeking public comment on service rules in connection with Advanced Wireless Services in the 1915- 1920 MHz, 1995- 2000 MHz, 2020- 2025 MHz and 2175- 2180 MHz Bands. 1 The NPRM established comment and reply comment deadlines of November 23, 2004, and January 7, 2005, respectively. On November 19, 2004, the Wireless Telecommunications Bureau (“ Bureau”) extended the comment and reply comment deadlines to December 8, 2004, and January 24, 2005, respectively upon petition of CTIA – the Wireless Association (“ CTIA”) and TerreStar Networks, Inc. (“ TerreStar”). 2. On January 19, 2005, the Bureau received a request from CTIA seeking a 15- day extension of the reply comment deadline, from January 24, 2005, to February 8, 2005. CTIA argued that additional time should be granted to allow parties to complete comprehensive analyses of the numerous technical studies submitted in the initial round of comments with respect to interference issues that arise from new operations in the 1915- 1920/ 1995- 2000 MHz block. 3. We find that it is in the interest of compiling a complete record on the complex technical issues involved in this proceeding to briefly extend the reply comment period to enable interested parties sufficient time to analyze further the technical studies and respond meaningfully.
