On April 26, 2005, Sage Telecom, Inc. (Sage or Applicant) located at 805 Central Expressway South, Suite 100, Allen, Texas 75013- 4779, filed an application with the Federal Communications Commission (FCC or Commission) requesting authority, under section 214 of the Communications Act of 1934, as amended, 47 U. S. C. § 214, and section 63.71 of the Commission’s rules, 47 C. F. R. § 63.71, to discontinue the provision of telecommunications services provided with post- paid calling cards used for placing calls at various locations throughout the U. S. 1 In its application, Sage states that it is a corporation organized under the laws of the state of Texas. Sage indicates that it currently provides post- paid calling card services to customers residing in Arkansas, California, Illinois, Indiana, Kansas, Michigan, Missouri, Ohio, Oklahoma, Texas, and Wisconsin. Sage states that it seeks to discontinue service to these customers on June 1, 2005. Sage indicates that it sent written notice of its proposed discontinuance to all affected customers via bill inserts on or before May 1, 2005. In its notice, Sage states that it plans to discontinue service due to low customer demand, but Sage indicates that it is also offering low- cost personal 800 numbers as an alternative service. Sage states that it is non- dominant with respect to the calling card services it seeks to discontinue. In accordance with section 63.71( c) of the Commission’s rules, Sage’s application will be deemed to be automatically granted on the thirty- first (31st) day after the release date of this public notice, unless the Commission notifies Sage that the grant will not be automatically effective. Accordingly, pursuant to section 63.71( c), absent further Commission action, Sage may not terminate service until June 6, 2005. This proceeding is considered a “permit but disclose” proceeding for purposes of the Commission’s ex parte rules, 47 C. F. R. §§ 1.1200- 1.1216. Comments objecting to this application must be filed with the Commission on or before May 20, 2005. Such comments should refer to WC Docket No. 05- 186 and Comp. Pol. File No. 710. Comments should include specific information about the impact of this proposed discontinuance on the commenter, including any inability to acquire reasonable substitute service.
