On June 8, 2005, a summary of the Second Further Notice was published in the Federal Register. 2 Accordingly, comments must be filed on or before July 8, 2005; and reply comments must be filed on or before July 25, 2005. Commenters should follow the filing instructions provided in paragraph 164 of the Second Further Notice.
