See Report and Order, Second DTV Periodic Review of the Commission’s Rules and Policies Affecting the Conversion to Digital Television, 19 FCC Rcd 18,279 (2004) (“ Order”). The list in Attachment I hereto contains tentative DTV channel designations for licensees in the following categories that participated in the first round of channel elections: (1) licensees that were parties to a negotiated channel arrangement (NCA) 1 ; (2) licensees that elected their DTV channel; and (3) licensees that elected their NTSC channel and did not receive a conflict letter. 2 The call sign and tentative DTV channel for each of the licensees assigned a tentative channel designation are set forth in Attachment I. Tentative designations in the border zones near Canada and Mexico are subject to appropriate international coordination. These licensees have until August 8, 2005 to file a First Round Conflict Decision Form 383 indicating how they will resolve the interference conflict. 1
