C., surrendered its license to construct, launch, and operate a non- geostationary orbit (NGSO) fixed satellite service (FSS) system in the Ku- band. See Letter from Gerad Dosogne, President and CEO of SkyBridge, to Chairman Kevin Martin, Federal Communications Commission (dated August 17, 2005). Under the avoidance of in- line interference events sharing protocol for the Ku- band NGSO FSS, a number of licensees could potentially share the available spectrum. Accordingly, the NGSO FSS Ku- band has been, and remains, open to applications that will be processed under the Commission’s first- come, first- served processes.
