A summary of the Report and Order was published in the Federal Register at 70 Fed. Reg. 32258 (2005). A summary of the Further Notice of Proposed Rulemaking was published in the Federal Register at 70 Fed. Reg. 31406 (2005). The information collections contained in the Report and Order and the proposed information collections contained in the Further Notice of Proposed Rulemaking were approved by OMB on August 30, 2005. See OMB Control No. 3060- 1084. As stated in the Report and Order, the Commission will publish a document in the Federal Register announcing the effective date of these rules.
