S.- CAMBODIA ROUTE EXEMPTED FROM THE INTERNATIONAL SETTLEMENTS POLICY IB Docket Nos. 02- 324, 96- 261 By the Chief, Policy Division, International Bureau: . The U. S.- Cambodia route is hereby exempted from the International Settlements Policy (ISP) pursuant to the ISP Reform First Report and Order and sections 0.51 and 0.261 of the Commission’s rules. 1 On March 11, 2004 the Federal Communications Commission adopted the ISP Reform Order that revised its policy and rules to remove the International Settlements Policy from benchmark- compliant routes. In that Order, the Commission identified ninety- six routes that clearly qualified for exemption from the ISP pursuant to the new rules. 2 Through a series of public notices, the Commission subsequently lifted the ISP from a number of additional routes once it was satisfied that U. S. carriers had negotiated benchmark compliant rates on those routes. 3 With respect to the remaining routes, the ISP remains on a route until a U. S.- Cambodia route for January 1, 2003 through December 31, 2004. 5 On June 16, 2005, we released a public notice, announcing our intention to remove the ISP from that route. 6 No comments were filed. Accordingly, we lift the ISP from the U. S.- Cambodia route. A complete list of routes that now are exempt from the ISP is set forth in Attachment A.
