On August 12, 2005, the Commission released its Notice of Inquiry (“ Notice”) in the above- captioned proceeding. 1 The Commission initially set deadlines of September 19, 2005, for comments, and October 3, 2005, for reply comments. 2. On September 29, 2005, the National Cable & Telecommunications Association (“ NCTA”) filed a “Motion for Extension of Time” requesting a one- week extension, until October 11, 2005, to file reply comments. 2 NCTA notes that the Commission’s Electronic Comment Filing System (“ ECFS”) experienced technical difficulties which delayed the filing and posting of many parties’ comments on the Commission’s website, as indicated in a number of motions to accept comments as timely filed in this proceeding. In addition, the comments of several parties, while dated September 19, 2005, may have been filed late and, in any event, were not posted and available for review on the Commission’s website until September 28, 2005. In light of the foregoing and given the limited duration of the initial reply comment cycle (14 days), NCTA requests a one- week extension of time to enable its member companies to respond adequately to the comments in the record of this proceeding. 3. We find that there is good cause to extend the due date for filing reply comments in response to the Notice. Accordingly, IT IS ORDERED that NCTA’s Motion for Extension of Time to file reply comments in the above- captioned proceeding is GRANTED. 5. IT IS FURTHER ORDERED that, pursuant to Sections 4( i), 4( j) and 5( c) of the Communications Act of 1934, as amended, 47 U. S. C. §§ 154( i), 154( j) and 155 (c), and Sections 0.61, 0.283, and 1.46 of the Commission’s rules, 47 C. F.
