In this Order, we grant a request to withdraw a Petition for Declaratory Ruling filed by MCI, Inc. (MCI). 1 On March 12, 2004, MCI requested that the Commission preempt certain West Virginia carrier change verification requirements that “are more stringent than, and are in conflict with, the Commission’s own verification requirements.” 2 On September 16, 2005, MCI requested that its Petition in this matter be withdrawn. 3 2.
