 Pursuant  to  47  C.  F.  R.  §76.  1502,  Optical  Telecommunications,  Inc.  (“  Optical”),  filed  an  application  on  October  12,  2005  for  certification  to  operate  an  Open  Video  System  serving  the  community  of  East  Lake 
 Village  in  the  City  of  Port  St.  Lucie,  Florida.  Comments  are  due  to  be  filed  with  the  Office  of  the  Secretary  and  the  Office  of  the  Bureau  Chief,  Media  Bureau,  on  or  before  October  17,  2005.  Comments  must  be  filed
