 On  January  28,  2004,  the  Policy  Branch  granted  Globalstar  LLC's  ("  Globalstar's")  request  for  modification  of  the  space-  station 
 authorization  for  its  low-  Earth  orbit  1.6/  2.4  GHz  ("  Big  LEO")  mobile-  satellite  service  (MSS)  system,  File  No. 
 SAT-  MOD-  20030606-  00098,  as  amended,  File  No.  SAT-  AMD-  20050105-  00003.  Accordingly,  Globalstar  is  authorized  to  reconfigure 
 the  constellation  of  its  in-  service  Globalstar  satellites  as  a  forty-  satellite  Walker  array  at  the  previously-  authorized  orbital  altitude  of 
 1414  km;  to  operate  its  existing  satellites  that  are  not  in  service  at  1414  km  while  they  are  undergoing  diagnostic  testing  and  recovery 
 procedures  or  for  use  as  in-  orbit  spares;  to  operate  up  to  six  non-  serviceable  satellites  as  testbeds  at  an  orbital  altitude  of  1514  km;  to 
 perform  end-  of-  mission  satellite  disposal  operations;  and  to  add  certain  emission  designators;  in  accordance  with  the  terms,  conditions, 
 and  technical  specifications  set  forth  in  the  amended  application  and  the  Commission's  rules.
