Upon passing the examination, the COLE Manager will issue the examinee one or more Proof of Passing Certificates (PPC) to be included with the license application package that the examinee or the issuing COLE Manager files with the FCC. On January 14, 1993, the Commission privatized the administration of examinations for commercial radio operator licenses, and delegated to the Wireless Telecommunications Bureau (formerly Private Radio Bureau) (Bureau) to certify private entities to be COLE Managers.
