C. 20554 News Media Information 202 / 418- 0500 Internet: http:// www. fcc. gov TTY: 1- 888- 835- 5322 DA 05- 341 February 8, 2005 FCC ANNOUNCES SPEAKERS FOR FEBRUARY 17, 2005 TELECOMMUNICATIONS SERVICES PRIORITY SUMMIT The Federal Communications Commission (FCC) will hold a half- day summit highlighting the Telecommunications Service Priority (TSP) program on Thursday, February 17, 2005, at the FCC’s Washington, D. C. headquarters, from 9: 30 a. m. to 12: 00 p. m. The agenda, including topics and speakers, is appended to this Public Notice. The TSP Program, established by FCC rules and implemented by the National Communications System, ensures that the telecommunications services most necessary to promote the nation’s security and emergency preparedness functions are given priority by telecommunications carriers and, therefore, are provisioned or restored before all others in times of disaster. Telecommunications circuits serving federal, state, tribal and local government agencies (like 911 call centers), as well as private firms, can be covered by the priority program, provided that they are essential for national security or emergency preparedness functions. TSP registration for critical telecommunications service must take place before a service outage occurs. Opening remarks will be provided by FCC Chairman Michael Powell and Commissioner Connie Hughes of New Jersey, Chair of the National Association of Regulatory Utility Commissioners’ (NARUC) Ad Hoc Committee on Critical Infrastructure. Panel discussions will focus on the importance of the TSP program for emergency services and how the TSP program can be improved.
