The TSP Program, established by Commission rules and implemented by the National Communications System (NCS), provides priority authorization for restoration and provisioning of national security and emergency preparedness (NS/ EP) telecommunications that are vital to coordinating and responding to crises (See 47 C. F. R Part 64, Appendix A). The TSP Summit is intended to provide an opportunity to discuss the communications needs of state and local emergency service providers, including Public Safety Access Points (PSAPs) and to provide insight into how the telecommunications service priority program can best serve the communities. Participants will include representatives of the Association of Public- Safety Communications Officials, the National Emergency Number Association, the National Association of Regulatory Utility Commissioners, the Department of Homeland Security, the Federal Reserve Board, state and local emergency service providers, including PSAPs, telecommunications industry representatives, and FCC staff. These participants represent TSP service providers, users, implementers, and policymakers. Lessons learned form this Summit would help the FCC and the National Communications System (NCS) design and focus additional outreach efforts, improve emergency communications, and enhance the homeland security. The summit is open to the public and seating will be available on a first- come, first-served basis.
