The information and filing format for the International Telecommunications Traffic report is described in detail in the Manual for Filing Section 43.61 Data (10 FCC Rcd 13,418 (1995)) (“ Filing Manual”). There are also five subsequent Public Notices, which carriers should use to assist with their filing: (1) DA 05- 1963, Annual Section 43.61( a) International Telecommunications Traffic Reports Due by August 1, 2005 (rel. July 7, 2005); (2) DA 00- 1526, Annual Section 43.61( a) International Telecommunications Traffic Reports Due by July 31, 2000 (rel. July 7, 2000); (3) DA 99- 1332, Further Clarification of Section 43.61 International Traffic Data Reporting Requirements (rel. July 7, 1999); (4) DA 98- 1369, Clarification of Section 43.61 International Traffic Data Reporting Requirements (rel. July 9, 1998); and (5) Clarification of Section 43.61 International Traffic Data Reporting Requirements (rel. July 15, 1997). Carriers should note that the filing location has changed. Submissions containing electronic media and requiring an official “Office of the Secretary” date stamp should be sent overnight or messenger- delivered to: Office of the Secretary, 236 Massachusetts Avenue, NE, Suite 110, Washington, DC 2002, between the hours of 8: 00 a. m. to 7: 00 p. m. All common carriers that provided international facilities- based and facilities- resale switched and private line services, or pure switched resale services, during calendar year 2005 are required to file the report regardless of the amount of traffic they provided. Facilities- based services are provided using international transmission facilities owned in whole or in part by the carrier providing the service. Facilities- resale services are provided by a carrier utilizing international circuits leased from other reporting international carriers. These are distinct from pure switched resale services, which are switched services that are provided by switching traffic to (and reselling the switched services of) underlying U. S. carriers. International facilities- based and facilities- resale switched message telephone and private line services data must be filed on a country– by- country, region and world total basis. International switched telegraph, telex and other miscellaneous services data may be filed on a region and world total basis only. Carriers that provided international pure switched resale services for the calendar year may file world totals only. Attached to this Public Notice as Attachment 1 is a table of billing codes for facilities- based and facilities- resale services. We recommend that carriers start processing their 2005 calendar year reports 1 2 prior to the July 31, 2006 due date. Carriers are required to file the reports on a common type and format of computer diskettes as described in the Filing Manual. Each filed diskette must follow the correct format as stated in the Filing Manual, Section 2 - Diskette Format and Coding Instructions. All files must be converted to the suitable format for the processing program. Please refer to the Filing Manual, Section 2, B. Record Formats for detailed instruction. Carriers may also use Excel to create their reports. To use Excel to create the .436 file for filing, click [File]; select [Save as]; and then, in the dialog box, click [Save as Type]; use the drop down box to select the file type “Formatted Text (Space Delimited)”. This will re- save the spreadsheet with a “. prn” file extension. Carriers must then rename the spreadsheet to change the file extension to “. 436”. That is the version of the file to be filed with the Commission. Attachment 2 of this Public Notice includes a sample Excel filing- template with brief field descriptions for facilities- based/ facilities-resale submissions. Attachment 3 lists international terminating points. Carriers are reminded to contact the FCC for international terminating points not included on the list. Submissions containing electronic media and requiring an official “Office of the Secretary” date stamp should be sent overnight or messenger- delivered to: Office of the Secretary, 236 Massachusetts Avenue, NE, Suite 110, Washington, DC 2002, between the hours of 8: 00 a. m. to 7: 00 p. m. Carriers that provided pure switched resale services and are filing paper copies only via the United States Postal Service should submit an original and one copy of the transmittal letter and an original and one copy of the report to: Federal Communications Commission, International Bureau, SAND Division, 445 12 th Street, S. W., Washington, D. C. 20554. In addition, all carriers should file one copy of the transmittal letter, the public version paper report, and the public version diskette with the Commission’s duplicating contractor, Best Copy and Printing, Inc., 445 12 th Street, S. W., Room CY-B402, Washington, D. C., 20554. Pure switched resale providers are reminded that their submission need only be on paper.
