 FCC  ANNOUNCES  RELEASE  OF  NEW  EMERGENCY  SERVICE  QUERY  KEYS  (ESQK)  WEB-  BASED  SYSTEM 
 On  November  1,  2006,  the  NeuStar  Pooling  Administrator,  acting  as  the  Interim  Routing  Number  Authority  Administrator  (IRNA),  announced  release  of  the  new  ESQK  web-  based  system  for 
 administration  and  assignment  of  Emergency  Service  Query  Keys  (ESQKs),  which  are  used  for  routing  and  retrieval  of  automatic  location  information  for  nomadic  VoIP  911  calls.  Effective  immediately,  the 
 IRNA  is  accepting  new  user  registrations  for  this  ESQK  web-  based  system.  Beginning  the  week  of  November  6  th  ,  eligible  registered  users  may  begin  requesting  and  receiving  ESQK  resources  using  the 
 new  system.  The  NeuStar  Pooling  Administrator  will  administer  these  resources  pursuant  to  the  terms  of  the  Interim  Assignment  Guidelines  issued  by  the  North  American  Numbering  Council  for  administration 
 of  pseudo  Automatic  Number  Identification  codes,  as  modified  by  the  Wireline  Competition  Bureau’s  letter  of  September  8,  2006. 


 Information  about  user  registrations  and  requests  for  ESQKs  via  the  new  ESQK  web-  based  system  is  available  in  the  “ESQK  User  Guide”  located  on  the  ESQK  website  at  www.  esqk.  com  under 
 “Documents.”
