The Audio Division issued a Notice of Proposed Rulemaking in response to a Petition for Rule Making filed by Charles Crawford (“ Crawford”). 1 The Notice proposes the allotment of Channel 278A at Roma, Texas, as a second local FM service. Crawford filed comments supporting the allotment of Channel 278A at Roma, and reaffirmed his intention to apply for the channel if it is allotted and, if authorized, to build and operate a station on that channel. 2. A counterproposal was submitted by La Voz Latino (“ LVL”), proposing the allotment of Channel 278A at San Isidro, Texas, in lieu of the allotment of Channel 278A at Roma, Texas. LVL’s counterproposal was received in the Office of the Secretary on May 12, 2005, two days after the deadline for comments. Accordingly, LVL’s counterproposal was not timely filed, and we therefore shall dismiss it without consideration in this proceeding. 3. Roma, an incorporated community with a population of 9,617 persons, is a community for allotment purposes and is deserving of a second local FM service. We therefore find that the public interest would be served by the allotment of Channel 278A at Roma, Texas. Channel 278A can be allotted at Roma with a site restriction of 10.0 kilometers (6.2 miles) east of Roma, at the following reference coordinates: 26- 26- 05 North Latitude and 98- 55- 16 West Longitude. 4. The Commission will send a copy of this Report and Order in a report to be sent to Congress and the Government Accountability Office pursuant to the Congressional Review Act. 2 5. Accordingly, IT IS ORDERED, That effective March 27, 2006, the FM Table of Allotments, 47 C. F. R.
