Reorganization of the telephone company. In the 1997 Rate Integration Plan, the American Samoa Government indicated that it would reorganize its telephone system and split the telephone company’s functions into local exchange carrier (LEC) and interexchange carrier (IXC) functions. 1 It appears that the American Samoa Government created the American Samoa Telecommunications Authority (ASTCA), a governmental entity, and created separate LEC and IXC divisions within the ASTCA. Is this correct? If not, please describe the alternative that was chosen. 2. Rates. American Samoa filed local, long distance, and access service rates in its 1997 Rate Integration Plan. In its 2004 Amendment, the ASTCA indicated that it is now a member of the National Exchange Carrier Association (NECA). 2 The ASTCA, however, did not update its rates in its 2004 Amendment to reflect its membership in NECA. Please provide the current rates for these services. In particular, please provide the following information: a. A current and complete list of local services offered by the ASTCA LEC and corresponding rates; b. The current and complete list of ASTCA LEC interstate switched and special access rates and end user rates; and c.
