S. C. §§ 303( r), 308, 309, 310, and Sections 0.261 and 25.137( c) of the Commission's rules, 47 C. F. R. §§ 0.261, 25.137( c), the Petition for Declaratory Ruling filed by Space Communication Corporation (File No. SAT- PPL- 20051101- 00208) to add its in- orbit Superbird- B2 satellite at 162° E. L. to the Permitted Space Station List is GRANTED. Accordingly, each U. S.- licensed earth station with "ALSAT" designated as a point of communication IS GRANTED authority to provide Fixed Satellite Services (FSS) in the 14.0- 14.5 GHz (Earth- to- space) frequency bands, from the United States, by accessing the Superbird- B2 satellite at the 162° E. L. orbit location, in accordance with the technical specifications set forth in its petition for declaratory ruling, the conditions of grant, and the Commission's Rules. On December 20, 2005, Loral Skynet do Brasil filed an application notifying the Commission that on November 21, 2005, indirect control of Loral Skynet do Brasil was transferred from Loral Space and Communications Ltd., Debtor- in- Possession, to Loral Space and Communications Inc. Loral Skynet do Brasil is licensed by Brazil to operate the Ku- band Estrela do Sul 1, an in- orbit satellite located at 63º W. L. The Commission added the Estrela do Sul 1 satellite to the Commission's Permitted Space Station List with conditions on December 23, 2003. In the Matter of Loral Skynet do Brasil, Order, DA 03- 4095 (rel. Dec. 23, 2003) (granting SAT- PDR- 20021010- 00196). The notification of the transfer of control was placed on Public Notice on January 6, 2006. See Public Notice, Report No. SAT- 00337. No comments were received in response to the Public Notice. After review, the Satellite Division has determined that the transfer of control from Loral Space and Communications Ltd., Debtor- in- Possession, to Loral Space and Communications Inc., does not affect any of the considerations made when the Estrela do Sul 1 satellite was placed on the Permitted Space Station List. The Permitted Space Station List will be amended to reflect the transfer of control from Loral Space and Communications Ltd., Debtor- in- Possession, to Loral Space and Communications Inc. SAT- STA- 20060131- 00012 E Effective Date: 02/ 14/ 2006 Grant of Authority Special Temporary Authority PanAmSat Licensee Corp. On February 14, 2006, the Policy Branch Granted with conditions PanAmSat Licensee Corp. 's (PanAmSat's) application, SAT- STA- 20060131- 00012 (Call Sign: S2131). Accordingly, PanAmSat is authorized, for the period of 30 days commencing on February 14, 2006, to relocate Galaxy 1R from 133.0 W. L. to 132.9 W. L. for the purpose of handing off communications traffic to its replacement satellite, Galaxy 15. PanAmSat is also authorized to continue operating the tracking, telemetry and command (TT& C) payload on the Galaxy 1R satellite, while at the same time performing end of life maneuvers to boost the satellite to a disposal orbit above the geostationary arc, in accordance with the terms, conditions, and technical specifications set forth in its application and the Federal Communications Commission's Rules.
