December 12, 2005) (Report and Order). See OMB No. 3060- 1047. These information collection requirements relate to new recordkeeping and reporting requirements concerning the TRS mandatory minimum standards, which apply to the common carriers seeking to offer Video Relay Service (VRS) and Internet- Protocol (IP) Relay Service. See 47 C. F. R. 64.605( a)( 2), (c)( 2), (e)( 2), (f)( 2) and (g). As stated in the Report and Order, the effective date of these newly approved TRS rules is the date notice of the OMB approval is published in the Federal Register. The Report and Order also adopted or modified regulations that do not require OMB approval, and states that such regulations become effective 30 days from the date of publication of the Report and Order in the Federal Register. See Report and Order at par. 37. A summary of the Report and Order was published in the Federal Register on December 23, 2005. See 70 FR 76208. Accordingly, these new or modified rules became effective on January 23, 2006.
