For the reasons stated below, we dismiss the application as defective, without prejudice to refiling. 2 A review of the application reveals that the application does not include the required radiation hazard analysis in response to question 28 of the 312 Main Form. This is required since the Ku- Band application proposes a change in coordinates of greater than 10 seconds.
