Nature of Service: Fixed Satellite Service On January 6, 2006, New Skies Satellites B. V. (New Skies) and SES GLOBAL S. A. (SES GLOBAL) (together, Applicants) filed an application seeking approval for the transfer of control of three non- U. S. satellites operated by New Skies that the Commission has authorized to provide service to the United States via the Commission’s Permitted List. Although section 25.137( g) of the Commission’s rules, (47 CFR Section 25.137( g)) does not require prior approval for proposed changes of ownership of satellites on the Permitted List, the Applicants requested that the Commission concurrently consider the change in ownership of the three Permitted List satellites at the time it considered the transfer of control of the six associated earth stations, held by New Skies Networks (NSN), to SES GLOBAL. (See IBFS File Nos., SES- T/ C- 20060106- 00013; SES- AMD- 20060320- 00471). On January 20, 2006, the Commission placed the above application on public notice as acceptable for filing. See New Skies Satellites Holdings Ltd. and SES GLOBAL S. A. Seek Consent to Transfer Control of Authorizations Held by New Skies Networks, Inc., Public Notice, IB Docket No. 06- 23, DA 06- 118 (Int’l Bur. Jan. 20, 2006). No oppositions were filed and the Executive Branch reached an agreement with the Applicants with respect to resolving any network security and law enforcement questions. Therefore, the International Bureau granted approval of the proposed transaction as specified in Application of New Skies Satellites Holdings Ltd., Transferor, and SES GLOBAL S. Accordingly, EchoStar is authorized for a period of 60 days commencing on April 7, 2006, to operate the EchoStar 10 satellite at 110.2° W. L. with feeder links (Earth- to- space) in the 17.3- 17.8 GHz band on DBS channels 2- 7, 9- 27, 29, and 31, and service links (space- to- Earth) in the 12.2- 12.7 GHz band on DBS channels 4, 12, 18, 20, 23, 25, and 26, in accordance with the terms, conditions, and technical specifications set forth in its application, EchoStar 10's partial authorization to operate at the 110.0° W.
