We dismiss the application without prejudice to refiling for Schlumberger’s failure to pay delinquent Commission debts. Pursuant to Section 1.1910( a)( 1) of the Commission’s rules, the Commission examines each application to determine whether the applicant is delinquent in any non-tax debt owed to the Commission. 3 On November 10, 2005, the Commission notified Schlumberger that it was delinquent on the payment of debts owed to the Commission. 4 The letter stated that if full payment or satisfactory arrangement to pay the delinquent 1 On August 24, 2005, Schlumberger Technology Corporation filed an amendment to this application. Accordingly, pursuant to 47 C. F. R. § 1.1910( b)( 3) and the Commission’s rules on delegated authority, 47 C. F.
