Dismissal SAT- STA- 20051130- 00257 EchoStar Satellite Operating Corporation On April 12, 2006, the Policy Branch dimissed EchoStar Satellite Operating Corporation's (EchoStar) request for special temporary authority, File No. SAT- STA- 20051130- 00257, to permit it to test its EchoStar- 10 spacecraft at 138.5° W. L. for a period of up to 90 days following launch as moot in light of the prior grant of File No. SAT- STA- 20060104- 00002 on February 3, 2006, authorizing EchoStar to launch and conduct in- orbit testing of the EchoStar- 10 satellite at the 138.5 W. These applications pertain to a licensing proceeding and are generally restricted under the Commission's ex parte rules. See 47 C. F. R. §§ 1.1202( d) and 1.1208. On April 2, 2006, ICO Satellite Services G. P. filed a request to designate this proceeding as "permit- but- disclose" under the Commission's ex parte rules. See Letter to Marlene H.
