PUBLIC NOTICE Federal Communications Commission 445 12th St., S.W. Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 07-1076 March 7, 2007 SUSPENSION OF USE OF RECENTLY RECALCULATED PRESUNRISE AND POSTSUNSET SERVICE AUTHORIZATIONS AND DIRECTIONS FOR CONTINUED PRESUNRISE AND POSTSUNSET OPERATION DURING MARCH 2007 BY AM STATIONS IN AREAS WITH DAYLIGHT SAVING TIME On March 1, 2007, the Media Bureau (the “Bureau”) released a Public Notice, necessitated by the enactment of the US Energy Policy Act of 2005, which increased the effective period for Daylight Saving Time (“DST”), commencing the period earlier and terminating it later than before. The Bureau announced that, with these changes in local time, it was revising its AM station Presunrise Service Authorizations (“PSRAs”) and Postsunset Service Authorizations (“PSSAs”).1 As a result of an unanticipated computer problem that produced erroneous power levels on certain of these recalculated authorizations, the Bureau hereby SUSPENDS use of its recalculated PSRAs and PSSAs until the Bureau corrects the computer errors and calculates the correct power levels. In order to permit AM stations currently operating with PSRAs and PSSAs to continue to do so in communities with DST, for the period March 11 (the date on which DST will commence) through March 31, 2007, licensees should use the April DST “Advanced” powers and time periods shown on their current PSRAs and PSSAs for their presunrise and postsunset operations. The Bureau is in the process of correcting the computer problem that resulted in the erroneous PSRAs and PSSAs. After the problem has been corrected, the Bureau will recalculate and publish permissible PSRA and PSSA operating parameters for all eligible AM stations and will issue a Public Notice advising when this process has been completed. For additional information, or for any AM station experiencing interference they believe to be the result of PSRA or PSSA operation by another station during the month of March 2007, contact Charles Miller, Susan Crawford or Son Nguyen of the Audio Division at (202) 418-2700.
