Internet: http://www.fcc.gov WASHINGTON, D.C. 20554 TTY: 1-888-835-5322 DA 07-1613 April 4, 2007 Media Bureau Announces NCE FM New Station and Major Modification Application Filing Window for New and Certain Pending Proposals; Window to Open on October 12, 2007 The Media Bureau (the “Bureau”) announces a filing window for applications for noncommercial educational (“NCE”) FM new station and major modification construction permits. The Commission recently directed the Bureau to open this NCE FM filing window in October 2007 in connection with the Commission’s tentative selectee determinations for 76 groups of cut-off and mutually exclusive NCE FM new station and major modification proposals.1 The filing window will open on Friday, October 12, 2007, and close on Friday, October 19, 2007. The window is available for FM reserved band (channels 201 – 220) proposals. New applications must be filed electronically on Form 340. Approximately 180 reserved band NCE FM new or major proposals for which the Commission has not provided an opportunity to file competing applications are currently pending before the Bureau. These non-cut-off applications were paper-filed prior to a filing freeze imposed by the Commission in April 2000. In order to participate in the October 2007 window, applicants must electronically amend these pending applications by completing Sections III (Fair Distribution of Service), IV (Point System Factors), V (Tie Breakers) and VI (Certification) of Form 340. The Bureau will dismiss any pending non-cut-off NCE new station or major change application that is not amended by the close of the window to include the required information. The Bureau will provide additional information about filing procedures and requirements by public during the next several months.
