Introduction. In this Order of Modification, we modify the operating privileges associated with the above-captioned license of John R. Ure for Amateur Radio Service Station W5VXJ by changing the operator license class from Amateur Extra Class to General Class. As explained below, we take this action pursuant to an earlier action proposing to modify the license.1 2. Background. Under the Commission’s Rules, an individual must pass certain specified examination elements in order to qualify for different classes of amateur radio service operator licenses.2 On February 2, 2006, the Commission received from the American Radio Relay League, Inc., Volunteer Examiner Coordinator (ARRL VEC) an electronic data file that contained an application requesting modification of Ure’s license to upgrade his operating privileges from Technician Plus Class to Amateur Extra Class.3 The license was modified to authorize Amateur Extra Class operator privileges on February 2, 2006. On April 19, 2006, the ARRL VEC requested that the Commission rescind this modification on the grounds that the February 2, 2006 data file it submitted contained a typographical error and that the requested upgrade was intended to modify the operator privileges for Amateur Radio Service Station W5VXJ to General Class operator privileges.4 Consequently, we proposed to modify the license to change the license class from Amateur Extra Class to General Class.5 3. Discussion. The action proposing to modify the license was released February 15, 2007. Ure did not protest the proposed modification of his license within the requisite thirty-day time frame.6 Accordingly, Ure is deemed to have consented to the proposed modification.7 Based on the record before us, we conclude that it is in the pubic interest to modify the operating privileges authorized by the license for Amateur Radio Service Station W5VXJ by changing the license class from Amateur Extra Class to General Class. 1 See Mr. John R. Accordingly, IT IS ORDERED, pursuant to Sections 4(i) and 316(a) of the Communications Act of 1934, as amended, 47 U.S.C. §§ 154(i), 316(a), and Section 1.87 of Commission’s Rules, 47 C.F.R. § 1.87, that the license for Amateur Radio Station W5VXJ BE MODIFIED by changing the license class from Amateur Extra Class to General Class. 5. IT IS FURTHER ORDERED that this Order of Modification SHALL BE SENT by certified mail, return receipt requested, to Mr. John R. Ure, 515 E. Carefree Highway 852, Phoenix, AZ 85085. 6.
