Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 07-2237 Released: May 30, 2007 MEDIA BUREAU RECEIVES REQUEST BY ANALOG TELEVISION STATION IN THE LOWER 700 MHZ BAND TO CEASE ANALOG BROADCASTING, SURRENDER NTSC LICENSE, AND OPERATE AS A SINGLE CHANNEL, DIGITAL-ONLY TELEVISION STATION In its Report and Order in GN Docket No. 01-74, the Commission reallocated the 598-746 MHz Spectrum Band from use by television broadcasters to new uses on a flexible basis.1 The Commission also stated that it would consider requests by incumbent broadcasters on Channels 52-58, which are located within that Band, to voluntarily vacate their NTSC channels prior to the end of the DTV transition on a case-by-case basis.2 The Media Bureau has received a request from Trinity Broadcasting of New York, Inc., the licensee of analog television station WTBY-TV, NTSC Channel 54, and digital television station WTBY-DT, DTV Channel 27, Poughkeepsie, New York,3 for Commission authority to: (i) cease analog broadcasting on NTSC Channel 54 and surrender its license for the channel prior to the end of the DTV transition; and (ii) thereafter operate WTBY-DT as a single channel, digital-only television station on DTV Channel 27. QUALCOMM Incorporated, which holds licenses for Channel 55 spectrum,4 supports this request, stating that approval would allow QUALCOMM's wholly-owned subsidiary, MediaFLO USA, Inc., to expand its “mediacast” service coverage in the New York market without having to protect WTBY-TV on adjacent channel 54.
