We have before us two requests under Section 1.46(b) of the Commission’s Rules, 47 C.F.R. § 1.46(b) (2006), for extension of the time for replying to the Oppositions in the above-captioned matter: one filed on July 11, 2007, jointly by Iridium Satellite, LLC (Iridium), and VIZADA Services LLC (VIZADA)1; and a second filed on July 12, 2007, by Telenor Satellite Services, Inc. (Telenor).2 2. Specifically, both requests seek an extension of the current July 16, 2007, deadline for filing replies to five (5) business days from the date Iridium, VIZADA, and Telenor receive, under a Commission protective order, access to unredacted copies of the Loan Facility Agreement and Call Option Agreement referred to in the Opposition of CIP Canada Investments, Inc. (CIP) in this proceeding. All three parties assert that the extension is needed to give them an opportunity to review the issues raised in the petitions and oppositions in light of those documents, and to prepare submissions enabling the Commission to make an informed decision based on a fully developed record. 3. Also on July 12, 2007, Stratos Global Corporation (Stratos), CIP and Inmarsat Finance III (Inmarsat Finance) filed a Joint Opposition to Request for Extension of Time opposing the Iridium and VIZADA joint petition.3 Additionally, on July 12, 2007, Stratos, CIP and Inmarsat Finance filed an Opposition to the Telenor request.4 They note that Telenor does not offer any additional reasons in support of its request but relies upon the arguments in the Iridium and VIZADA request. Federal Communications Commission DA 07-3259 2 of the attachments to the Oppositions are now available to them.5 Stratos and Inmarsat Financial state that they do not object to allowing Iridium and VIZADA to file a supplement to their Replies within five days of their being given access to the redacted material under a protective order. They argue, however, that there is no reason to delay the filing of their responses to the Oppositions. 4. It is the policy of the Commission that extensions of time are not routinely granted. However, after reviewing the requests for extension of time and the joint opposition to an extension of time, we have concluded that the public interest would be served by granting Iridium and VIZADA and Telenor the extension they requested. While Stratos, CIP and Inmarsat Finance believe that the redacted material is irrelevant to the CIP Opposition, we are not prepared to make such a determination at this time. CIP cited the Loan Facility and Call Option Agreements in its Opposition, and further offered to make the unredacted versions of those documents available under a Commission protective order. We therefore think it is reasonable to grant Iridium and VIZADA and Telenor the short extension they seek in order to review and respond to the material. The requested delay is short and we do not see that any party to this proceeding would be unduly adversely affected by a grant of the request. Accordingly, we shall grant the joint petition of Iridium and VIZADA and the petition of Telenor. In order to ensure that this grant will not delay the proceeding, however, we will require Iridium, VIZADA and Telenor to file replies no later than July 31, 2007. 5. IT IS HEREBY ORDERED that the Joint Request for Extension of Time filed by Iridium Satellite, LLC, and VIZADA Services LLC, and the Request for Extension of Time filed by Telenor Satellite Services, Inc., ARE GRANTED and that the time for filing replies to the CIP, Stratos and Inmarsat Finance Oppositions IS EXTENDED until five business days after CIP makes the redacted material available under a Commission protective order, but no later than July 31, 2007.
