Washington, D.C. 20554 DA 07-3379 July 23, 2007 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU ACTION REGION 24 (MISSOURI) PUBLIC SAFETY REGIONAL PLANNING COMMITTEE TO HOLD 700 MHz REGIONAL PUBLIC SAFETY PLANNING MEETING The Region 24 (Missouri) Public Safety Regional Planning Committee will hold its next meeting on Tuesday, August 28, 2007, beginning at 10:00 a.m., at the Missouri State Highway Patrol General Headquarters Building, 1510 East Elm, Jefferson City, Missouri. The intent of this meeting is to provide a periodic update to members of the Committee on 700 MHz regulatory activities from a national perspective, broadband channel aggregation under a national licensee, and a review of pending 700 MHz applications before the Committee. A lengthy discussion is anticipated on current and planned 700 MHz usage in Missouri and how regulatory changes could affect licenses currently in operation and require reprogramming of existing systems. The agenda for this meeting includes: § Status on 700 MHz applications and usage in Missouri: The City of Independence, Missouri has requested an additional 700 MHz channel to be added existing call sign WQEQ501. A member of the City of Independence will be present to provide an overview of their request, how they will meet the additional loading criteria for an additional channel, and lessons learned thus far from their implementation. § A discussion on nationwide 700 MHz interoperability channels and 700 MHz low power “analog eligible” channels: Their limitations, the Missouri interoperability channel template and how low power channels (regionally based and national itinerant channels) can be licensed via the Commission’s Universal Licensing System (ULS) for users operating 700/800 MHz subscriber units. Also a discussion will take place on recent criticisms nationally with digital modulation for fire ground operations within the fire service and whether or not Commission-designated interoperability channels in the 700 MHz band should be permitted to operate in the analog mode. Several initiatives are pending that could allow for a modification of the 700 MHz band plan to promote broadband capabilities and the possible impact of a rebanding and subsequent reprogramming effort will be discussed. § The Missouri State Interoperability Executive Committee (SIEC) and 700 MHz: There will be a discussion on the Missouri SIEC and its responsibilities in process that changes the 700 MHz narrowband allocation with regard to location, reprogramming and use of the interoperability channels. § Changes to the Computer Assisted Pre-coordination Resource and Database (CAPRAD) and repacking of narrowband channels: The CAPRAD database and its planning capabilities will be discussed utilizing elements of the database. § 4.9 GHz use in Missouri: A brief discussion will take place on the growth and use of 4.9 GHz, the licensing of the band along with status of WI-MAX and associated initiatives. § Election of new Region 24 700 MHz Chairperson: A new Chairperson will be elected for the region. The Region 24 Public Safety Regional Planning Committee meeting is open to the public. All eligible public safety providers whose sole or principal purpose is to protect the safety of life, health, or property in Region 24 may utilize these frequencies. It is essential that public safety agencies in all areas of government, including state, municipality, county, and Native American Tribal, and non-governmental organizations eligible under Section 90.523 of the Commission’s rules, be represented in order to ensure that each agency’s future spectrum needs are considered in the allocation process. Administrators who are not oriented in the communications field should delegate someone with this knowledge to attend, participate, and represent their agency’s needs. All interested parties wishing to participate in planning for the use of public safety spectrum in the 700 MHz and 4.9 GHz bands within Region 24 should plan to attend.
