PUBLIC NOTICE Federal Communications Commission 445 12th St., S.W. Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 News Media Contact: DA 07-3457 Clyde Ensslin (202) 418-0506 Released: July 31, 2007 THE OFFICE OF ENGINEERING AND TECHNOLOGY ANNOUNCES THE RELEASE OF REPORTS OF INITIAL MEASUREMENTS ON TV WHITE SPACE DEVICES ET Docket No. 04-186 Comments Date: August 15, 2007 Reply Comments Date: August 27, 2007 On October 12, 2006, the Commission adopted a First Report and Order and Further Notice of Proposed Rule Making (First R&O and Further NPRM) in ET Docket Nos. 04-186 and 02-380, 21 FCC Rcd 12266 (2006), on authorizing the operation of new low power devices in the TV broadcast spectrum at locations where individual channels/frequencies are not being used for authorized services (TV White Spaces). In that action, the Commission stated that its Laboratory would conduct a testing program, including field testing, to assess the potential for interference from low power devices operating in the TV bands and would issue a report of these test results by July 2007. Subsequently, on December 21, 2006, OET issued a Public Notice, DA 06-2571, asking interested parties to submit prototype TV white space devices for testing. In response to that request, two parties provided prototype personal/portable white space devices to the FCC Laboratory for testing.1 The Commission’s Office of Engineering and Technology (OET) has released two technical reports on initial measurement studies relating to the above devices that were performed by its Laboratory: “Initial Evaluation of the Performance of Prototype TV-Band White Space Devices,” OET Report FCC/OET 07-TR-1006 (Prototype Devices Report) and “Direct-Pickup Interference Tests of Three Consumer Digital Cable Television Receivers Available in 2005,” OET Report FCC/OET 07-TR-1005 (Direct Pickup Report). The two reports will be available to all interested parties through the Commission’s Electronic Comment Filing System (ECFS) at http://www.fcc.gov/cgb/ecfs/. They will also be available on the Commission’s web site at www.fcc.gov/oet/. 1 Three units of Prototype A and one unit of Prototype B were provided. 2 The Commission is committed to working with interested parties to continue the process of investigating the potential performance capabilities of TV white space devices. Accordingly, we also intend to invite interested parties to participate in an on-site visit to the FCC Laboratory in Columbia, Maryland to observe and discuss the test set up and procedures for evaluating the performance of these devices. Interested parties may file comments on these reports no later than August 15, 2007. Reply comments are due no later than August 27, 2007. All filings should reference ET Docket No. 04-186. Comments may be filed using: (1) the Commission’s Electronic Comment Filing System (ECFS), (2) the Federal Government’s eRulemaking Portal, or (3) paper copies.
