On June 15, 2007, the Commission released a Notice of Proposed Rulemaking (“Notice” in this proceeding, seeking comment on its commercial leased access, 47 CFR sections 76.970 through 76.977, and program carriage, 47 CFR sections 76.1300 through 76.1302, complaint processes.1 The Notice set deadlines for filing comments and reply comments at 45 and 65 days, respectively, after publication of the Notice in the Federal Register. A summary of the Notice was published in the Federal Register on July 18, 2007.2 Accordingly, the comment filing dates were established as September 4, 2007 for comments and September 21, 2007 for reply comments.3 2. On August 16, 2007, the Media Access Project (“MAP”), on behalf of the National Alliance of Media Arts and Culture, the United Church of Christ Office of Communication, Inc., and Free Press, (together “NAMAC, et al.”) filed a request for a brief extension of time to file comments and reply comments in this proceeding. NAMAC, et al., argue that because of long-planned vacations, it has been difficult to gather information and coordinate among interested parties. They also argue that requiring parties to file reply comments the day before the Jewish holiday of Yom Kippur imposes significant hardship for MAP staff and other interested parties. Furthermore, NAMAC, et al., argue that they anticipate that interested parties will file detailed comments that will require significant analysis, including useful economic information that interested parties will need to aggregate and analyze for replies. NAMAC, et al., request that the Bureau extend the deadline for comments to September 11, 2007 and for reply comments to October 12, 2007. As set forth in Section 1.46 of the Commission’s Rules,4 it is our policy that extensions of time for filing comments in rulemaking proceedings shall not be routinely granted. However, we believe that in this case an extension of the comment and reply period is warranted to facilitate informed comments and the opportunity for analysis in the reply comments. In the Notice, we asked the commenting parties to be specific in their recommendations and an extension will allow the parties ample opportunity to do so. 4. Accordingly, IT IS ORDERED that the Request for Extension of Time filed in MB Docket Number 07-42 by Media Access Project on behalf of NAMAC, et al. is GRANTED. 5. IT IS FURTHER ORDERED that the time for filing comments in the above captioned proceeding is EXTENDED to September 11, 2007 and the time for filing reply comments is EXTENDED to October 12, 2007. 6.
