(“Yipes”) from Yipes Holdings, Inc. (“Yipes Holdings”) to FLAG Telecom Group Services Limited (“FLAG”) (collectively, “Applicants”).1 Yipes, a Delaware corporation, is wholly owned by Yipes Holding, also a Delaware corporation. Yipes is authorized to provide competitive local telecommunications services in California, Florida, Maryland, New York, Pennsylvania, Virginia, and the District of Columbia. Yipes is authorized to provide competitive local and interexchange services in Connecticut, Georgia, Illinois, Massachusetts, New Jersey, Texas, and Washington. FLAG, a Bermuda company, is wholly owned by FLAG Telecom Group Limited (“FTGL”), also a Bermuda corporation. FLAG provides international telecommunications transport and data services in 19 countries. Applicants state that the following entities and individuals own indirectly 10 percent or more of the equity or voting interests in FLAG: Lagerwood Investments Limited, Cyprus citizenship; Reliance Communications Shareholders Trust, Cyprus citizenship; Reliance Infocom BV, Netherlands citizenship; Reliance Gateway Net Limited, India citizenship; Reliance Communications Limited, India citizenship; AAA Communications Private Limited, India citizenship; Reliance Innoventures Private Limited, India citizenship; Mr. Anil Ambani, India citizenship; Mrs. Kokilaben Ambani, India citizenship.2 Applicants further state that no other person or entity owns 10 percent or more of the equity or voting interests in FLAG. 1 47 C.F.R § 63.03; see 47 U.S.C. § 214. Applicants are also filing applications for transfer of control associated with authorization for international services. Any action on this domestic 214 application is without prejudice to Commission action on other related, pending applications. 2 The Reliance entities provide telecommunications services in India. GENERAL INFORMATION The transfer of control identified herein has been found, upon initial review, to be acceptable for filing as a streamlined application. The Commission reserves the right to return any transfer of control application if, upon further examination, it is determined to be defective and not in conformance with the Commission’s rules and policies. Pursuant to section 63.03(a) of the Commission’s rules, 47 CFR § 63.03(a), interested parties may file comments on or before October 23, 2007, and reply comments on or before October 30, 2007. Unless otherwise notified by the Commission, Applicants are permitted to transfer control on the 31st day after the date of this notice.4 Comments may be filed using: (1) the Commission’s Electronic Comment Filing System (ECFS), (2) the Federal Government’s eRulemaking Portal, or (3) by filing paper copies.
