On September 13, 2007, Qwest Corporation filed a petition requesting forbearance under 47 U.S.C. § 160(c) from enforcement of certain Automated Reporting Management Information System (ARMIS) and 492A reporting requirements (the “Qwest Petition”).1 On September 20, 2007, the Wireline Competition Bureau (WCB) released a Public Notice requesting that comments on the Qwest Petition be filed by October 22, 2007, and reply comments by November 6, 2007.2 On October 12, 2007, the Washington Utilities and Transportation Commission (WUTC) filed a request for an extension of the comment and reply comment periods by 45 days.3 The WUTC request states that the extension would enable WUTC to engage in a thorough analysis of the impact of forbearance on their ability to carry out their statutory duties.4 2. We note that it is the policy of the Commission that extensions of time shall not be routinely granted.5 Given the potential impact of forbearance from the ARMIS and 492A reporting requirements on state regulatory authorities, we find that good cause exists to provide parties an extension of time, from October 22, 2007 to December 6, 2007 for filing comments, and from November 6, 2007 to December 21, 2007 for filing reply comments in this proceeding. We appreciate the importance of the federal reports at issue in this proceeding to WUTC and other state commissions, and we agree that the public interest would be served by allowing additional time for parties to prepare and provide detailed comments regarding the merits of Qwest’s petition.6 3. ACCORDINGLY, IT IS ORDERED that, pursuant to sections 4(i), 4(j), and 5(c) of the Communications Act, 47 U.S.C. §§ 154(i), 154(j), 155(c), and sections 0.91, 0.291, and 1.46 of the Commission's rules, 47 C.F.R. §§ 0.91, 0.291, 1.46, the pleading cycle established in this matter shall be modified as follows: Comments Due: December 6, 2007 Reply Comments Due: December 21, 2007 4.
