(Vizada)1 filed the above-captioned application through the International Bureau Filing System (IBFS) seeking a license to operate 1,000 Inmarsat C half-duplex mobile earth terminals (METs). Vizada proposes to use the terminals to communicate with Inmarsat-3F2 (15.5o W.L.), Inmarsat-3F3 (178.1o E.L.), and Inmarsat-4F2 (52.75o W.L.) satellites. Vizada amended the application on September 20, 2007. In the amended application, Vizada seeks authority to operate land-based Inmarsat C terminals in the 1525-1544 and 1626.5-1645.5 MHz bands and maritime Inmarsat C terminals in the 1525-1545 and 1626.5-1646.5 MHz bands. It also seeks authority to operate maritime Inmarsat C terminals in the 1544-1545 and 1645.5-1646.5 MHz bands for distress and safety communications. Pursuant to Section 25.112(a)(2) of the Commission’s rules, 47 C.F.R. §25.112(a)(2), we dismiss, as improperly filed, the portion of the amended application that seeks authority for maritime terminals. Section 25.109(c) of the Commission's rules, 47 C.F.R. § 25.109(c), indicates that ship earth stations in the Part 80 Maritime Mobile Satellite Service are not licensed pursuant to Part 25. Rather, mobile earth stations on ships operating in the 1626.5-1645.5 MHz frequency band are authorized pursuant to Section 80.51 of the Commission’s rules, 47 C.F.R. §80.51. See also 47 C.F.R. §80.377. Applications for maritime terminals should be filed by eligible applicants (see 47 C.F.R. § 80.1185) through the Commission’s Wireless Telecommunications Bureau’s Universal Licensing System (ULS)2 rather than through the International Bureau Filing System (IBFS). 1 This application was initially filed by Telenor Satellite, Inc.
