(RNK) to Wave2Wave Communications, Inc. (Wave2Wave) (collectively, Applicants).1 RNK, a Massachusetts corporation, is authorized to provide interexchange and intrastate telecommunications services in Connecticut, the District of Columbia, Florida, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Texas, Vermont, and Virginia. Wave2Wave, a Delaware corporation, and its subsidiaries provide data and broadband services nationwide. The following individual and entity own at least 10 percent of the equity of Wave2Wave: Mr. Steve Asman, a U.S. citizen (35.3 percent), and The Mennen Trust, a U.S-based entity (20.7 percent). Applicants assert that the proposed transaction is entitled to presumptive streamlined treatment under section 63.03(b)(2)(i) of the Commission’s rules and that a grant of the application will serve the public interest, convenience, and necessity.2 Application Filed for the Transfer of Control of RNK, Inc. to Wave2Wave Communications, Inc., WC Docket No. 07-249 (filed Oct. 30, 2007). 1 47 C.F.R § 63.03; see 47 U.S.C. § 214. The Commission reserves the right to return any transfer of control application if, upon further examination, it is determined to be defective and not in conformance with the Commission’s rules and policies. Pursuant to section 63.03(a) of the Commission’s rules, 47 C.F.R. § 63.03(a), interested parties may file comments on or before November 29, 2007, and reply comments on or before December 6, 2007.
