By the Chief, Media Bureau:
1. In this Order, we adopt the attached Consent Decree entered into between the Media 
Bureau and Aina'e Co., Ltd. ("Aina'e Co.”).  The Consent Decree resolves issues concerning 
representations Aina'e Co. made in its application (File No. BRCT-19990129KG) seeking renewal of the 
license of KLEI(TV), Kailua-Kona, Hawaii.  A copy of the Consent Decree is attached hereto and 
incorporated by reference.
2. After reviewing its terms, we find that the public interest would be served by adopting the 
Consent Decree.  We also conclude that there are no substantial or material questions of fact regarding 
Aina'e Co.'s qualifications, including character qualifications, to remain a Commission licensee. 
3. Accordingly, IT IS ORDERED, pursuant to Section 4(i) of the Communications Act of 
1934, as amended,1 and the authority delegated by Sections 0.61 and 0.283 of the Rules,2 that the attached 
Consent Decree IS ADOPTED.
4. IT IS FURTHER ORDERED that the inquiry into the above-noted issues by the Media 
Bureau IS TERMINATED.
5. IT IS FURTHER ORDERED that copies of this Order and Consent Decree shall be 
sent by regular first class mail and certified mail - return receipt requested to Aina'e Co., Ltd., 875 
Waimanu Street, Suite 110, Honolulu, HI 96813, and to its counsel, Harry F. Cole, Esq., Fletcher, Heald
