Those numbers had previously been used by KBHC. On February 21, 2007, KBHC filed an application for review of the 800-SUICIDE Order.4 On November 20, 2007, SAMHSA filed a request that the temporary assignment be made permanent to ensure the continuous operation of the three toll-free numbers as public resources.5 In response to SAMHSA’s petition, KBHC stated that “the Commission should issue a Public Notice to refresh the record prior to taking any permanent action on the [application for review] or the SAMHSA petition. The refreshed record will enable the Commission to ensure that the public interest is served with respect to the assignment of these numbers. In conjunction with this Public Notice, we are adopting an order extending the original reassignment for 90 days.7 This Public Notice establishes certain procedural requirements relating to consideration of KBHC’s Application for Review. This matter shall be treated as a “permit-but-disclose” proceeding in accordance with the Commission’s ex parte rules. See 47 C.F.R. §§ 1.1200, 1.1206. Persons making oral ex parte presentations are reminded that memoranda summarizing the presentations must contain summaries of the substance of the presentations and not merely a listing of the subjects discussed. More than a one or two sentence description of the views and arguments presented generally is required. See 47 C.F.R. §1.1206(b). Other rules pertaining to oral and written ex parte presentations in permit-but- disclose proceedings are set forth in section 1.1206(b) of the Commission’s rules, 47 C.F.R. § 1.1206(b). Interested parties may file comments on KBHC’s Application for Review on or before January 22, 2008 and reply comments on or before February 6, 2008. All pleadings are to reference CC Docket No. 95-155.
