(PRT) filed a petition seeking “election of price cap regulation no later than June 1, 2008, and, to the extent necessary, limited waivers of certain pricing and universal service high-cost support rules related to PRT’s election.”1 Specifically, PRT proposes to “utilize the current post-CALLS price cap rate structure but would revise certain components in the CALLS order, through appropriate waiver relief, to accommodate PRT’s unique circumstances.” In particular, PRT proposes “to convert its switched access rates to the price cap access rate structure established in the CALLS order.” PRT’s petition states that “this would result in PRT reducing its average traffic sensitive (‘ATS’) switched access rates from approximately $0.013 per minute to the ‘primarily rural price cap’ carrier target of $0.0095 per minute using a transition process consistent with other CALLS companies.”2 PRT proposes that its price cap special access rates “be initialized at current rate-of-return levels.3 PRT also proposes “to continue receiving Interstate Common Line [Universal Service Fund] Support (‘ICLS’), but recommends that the level of support be calculated on a per line amount as is the case with Interstate Access [Universal Service Fund] Support (‘IAS’) under CALLS.” PRT also proposes “that this per-line support be lost entirely when PRT loses an access line …”.4 Interested parties may file comments on or before January 21, 2008, and reply comments on or before February 5, 2008.
