Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 07-601 Released: February 8, 2007 OMB Control Number 3060-1096 OMB APPROVES PREPAID CALLING CARD ORDER REPORTING AND CERTIFICATION RULES; ALL REQUIREMENTS NOW EFFECTIVE WC Docket No. 05-68 On June 30, 2006, the Commission released the Prepaid Calling Card Order in WC Docket No. 05-68.1 In addition to other requirements, the Prepaid Calling Card Order requires every prepaid calling card service provider to report percentage of interstate usage (PIU) factors and call volumes to those carriers from which they purchase transport services by the 45th day of each calendar quarter.2 Additionally, prepaid calling card providers must file quarterly certifications with the Commission. These certifications must include: (1) percentages of intrastate, interstate, and international calling card minutes for that reporting period; (2) percentages of total prepaid calling card service revenue (excluding revenue that is exempt under the military exemption adopted in the order) that are interstate and international and therefore subject to federal universal service assessments for the reporting period; (3) a statement that the prepaid calling card provider is making the required Universal Service Fund contribution based on the reported information; and (4) a statement that it has reported the required information to carriers from which it purchases transport services.3 The order noted that the effective date for the reporting and certification requirements was subject to Office of Management and Budget (OMB) approval, which was granted on February 5, 2007.4 All of the final rules, provided in Appendix A of the order, are now effective.5 The first reports to transport service providers will be due no later than the 45th day of the second quarter of 2007.6 The first provider certifications to the Commission will be due no later than the last day of the second quarter of 2007.7 1 Regulation of Prepaid Calling Card Services, WC Docket No. 05-68, Declaratory Ruling and Report and Order, 21 FCC Rcd 7290 (2006) (Prepaid Calling Card Order). 2 See id. at 7303-04, paras. 35-36; see also 47 C.F.R. §§ 64.5001(a)-(b). 3 See id. at 7304, paras. 38-40; see also 47 C.F.R. § 64.5001(c). 4 The Commission also will announce this approval by notification in the Federal Register. 5 The rules governing the information collection, reporting and certification requirements are set out at 47 C.F.R. §§ 64.5000-64.5001. 6 47 C.F.R. § 64.5001. 7 See Prepaid Calling Card Order, 21 FCC Rcd at 7304, para. 40. The certifications may be filed using the Commission’s Electronic Comment Filing System (ECFS) or by filing paper copies.8 Certification reports filed through the ECFS can be sent as an electronic file via the Internet to http://www.fcc.gov/cgb/ecfs/. Only one copy of an electronic submission must be filed in a single docket. In completing the transmittal screen, providers should include their full name, U.S. Postal Service mailing address, and the applicable docket or rulemaking number, in this case, WC Docket No. 05-68. Parties may also submit an electronic certification by Internet e-mail. To get filing instructions for e-mail certifications, providers should send an e-mail to ecfs@fcc.gov, and should include the following words in the body of the message, “get form.” A sample form and directions will be sent in reply. Parties are strongly encouraged to file their certifications electronically using the Commission’s ECFS. Parties who choose to file by paper must file an original and four copies of each filing. Paper filings can be sent by hand or messenger delivery, by commercial overnight courier, or by first-class or overnight U.S. Postal Service mail (although we continue to experience delays in receiving U.S. Postal Service mail).
