On December 4, 2007, the Wireline Competition Bureau released a Public Notice seeking comment on a petition for waivers filed by Osirus Communications, Inc. (Osirus) to become a member of the National Exchange Carrier Association (NECA), to participate in NECA tariffs and pools, and to begin receiving high-cost universal service support in a timely manner.1 The Public Notice set a comment cycle of January 3, 2008, for comments and January 18, 2008, for reply comments.2 On January 11, 2008, Osirus filed a motion for extension of the reply comment deadline to February 1, 2008, or anytime that the Commission may deem sufficient in order for Osiris to adequately prepare its reply comments.3 Osirus states that the extension would allow it to obtain new counsel to represent its petition.4 1 Comment Sought on the Petition of Osirus Communications, Inc. to Waive Certain Sections of the Commission’s Rules in Order to Become a Member of the National Exchange Carrier Association (NECA), to Participate in NECA Pools, and to Receive Immediate Universal Service Fund Support, CC Docket No. 96-45, Public Notice, DA 07- 4873 (Wireline Comp. It is the policy of the Commission that extensions of time shall not be routinely granted.5 We find, however, that the existing reply comment deadline would impose an unreasonable burden on Osirus to adequately prepare reply comments given that Osirus’ initial counsel has withdrawn from the proceeding just a week prior to the reply comment deadline. We find that providing an extension of the reply comment deadline in this proceeding is appropriate under the circumstances. The deadline for filing reply comments in response to the Public Notice is extended from January 18, 2008, to February 1, 2008. 3. ACCORDINGLY, IT IS ORDERED that, pursuant to sections 4(i), 4(j), and 5(c) of the Communications Act of 1934, as amended, 47 U.S.C. §§ 154(i), 154(j), 155(c), and sections 0.91, 0.291, and 1.46 of the Commission's rules, 47 C.F.R. §§ 0.91, 0.291, 1.46, the pleading cycle established in this matter shall be modified as follows: Reply Comments Due: February 1, 2008.
