On July 1, 2008, the Utilities Telecom Council and Winchester Cator, LLC (UTC/Winchester) filed a Motion for Extension of Time (Motion) requesting a 30-day extension of the deadline for reply comments to its Petition for Rulemaking (Petition) in the above captioned matter. The Petition was filed on May 6, 2008, and the Commission placed it on Public Notice pursuant to Section 1.403 of the Commission’s Rules on May 27, 2008.1 UTC/Winchester requests the extension of time to consider and respond to the technical issues raised in the oppositions filed in response to the Petition. For the reasons discussed below, we grant the request and extend the deadline to August 11, 2008 2. The Commission’s general policy is that extensions of time are not routinely granted.2 However, we consider and, in certain instances, grant requests for extension of time where we find that the public interest would be best served by a more complete discussion of the matters pending before the Commission. Considering the complex technical considerations implicated by the Petition, which seeks to establish a secondary terrestrial allocation in the Fixed Satellite Service band, we believe it serves the public interest for the Commission to allow additional time to develop a comprehensive public record.
