Washington, D.C. 20554 DA 08-2039 September 4, 2008 PUBLIC DEMONSTRATION OF THE NEW VOLUNTARY ELECTRONIC SECTION 106 SYSTEM (E-SECTION 106) WILL TAKE PLACE ON SEPTEMBER 15, 2008 The Federal Communications Commission (FCC) is implementing a voluntary electronic system for compliance with Section 106 of the National Historic Preservation Act (NHPA)1 and the Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission (NPA).2 The new “E- Section 106” system will enable parties constructing communications facilities to submit FCC Form 620 (New Tower Submission) or FCC Form 621 (Collocation Submission) electronically to a secure website maintained by the FCC. The system will then forward the submission to parties choosing to participate electronically, including the State Historic Preservation Officer (SHPO), federally recognized Indian tribes, and other consulting parties, who will in turn be able to electronically comment on the submission and participate in the Section 106 review process. “E- Section 106” will thus automate, expedite, and facilitate the exchange of documentation and correspondence required by the NPA among applicants, reviewers, and other interested parties. The FCC will hold a demonstration and training session on how to participate in the new system on Monday, September 15, 2008, from 1:00 PM – 3:00 PM. The demonstration will take place at the Washington, DC headquarters building, 445 Twelfth Street, S.W., in Room 4-B516 (South Conference Room). Interested parties should pre-register for the event by September 11, 2008. Demonstration of New Electronic Filing Process for FCC Form 620 and Form 621 The new electronic filing process for New Tower and Collocation Submissions has been designed using state of the art technologies and design concepts.
