EMPIRE ONE TELECOMMUNICATIONS, INC. FILES AN APPLICATION FOR OPEN 
VIDEO SYSTEM CERTIFICATION
Pursuant to 47 C.F.R. §76.1502, Empire One Telecommunications, Inc. (“Empire”), filed an application for 
certification to operate an Open Video System serving the City of New York, New York.  Comments are due 
to be filed with the Office of the Secretary and the Office of the Bureau Chief, Media Bureau, on or before 
September 17, 2008.  Comments must be filed in accordance with the requirements set forth in 47 C.F.R. §
