By the Chief, Video Division, Media Bureau:
1. The Commission has before it a Notice of Proposed Rulemaking1 issued in response to a 
petition for rulemaking filed by ZGS Philadelphia, Inc. (“ZGS”), the licensee of station WWSI(TV), analog 
channel 10 and WWSI-DT, DTV channel 49, Atlantic City, New Jersey, requesting the substitution of its 
current analog channel, channel 10, for its assigned DTV channel 49 for post-transition use in Atlantic City.
2. On October 14, 2008, ZGS filed a Request for Withdrawal of Rule Making stating that 
since filing its petition for rulemaking, it has been granted a construction permit to maximize the station’s 
coverage on its assigned DTV channel, and that “it is more efficient and appropriate for WWSI(TV) to 
remain on channel 49 rather than pursue the proposed channel change sought earlier.”
3. Accordingly, IT IS ORDERED that the Petition for Rulemaking filed by ZGS Philadelphia, 
Inc. IS HEREBY DISMISSED.
4. IT IS FURTHER ORDERED, That this proceeding IS TERMINATED.
