On November 5, 2008, the Commission adopted and released an Order on Remand and Report 
and Order and Further Notice of Proposed Rulemaking in CC Docket Nos. 96-45, 96-98, 99-68, 99-200, 
01-92, WC Docket Nos. 03-109, 04-36, 05-337, and 06-122.1 In the Further Notice of Proposed 
Rulemaking (FNPRM), the Commission sought comment on certain intercarrier compensation and 
universal service issues, including three specific proposals.  The Commission set the comment and reply 
comment deadlines at 14 and 21 days, respectively, after publication of the FNPRM in the Federal 
Register.  A summary of the FNPRM was published in the Federal Register today.2 Accordingly, 
comments on the FNPRM are due November 26, 2008, and reply comments are due December 3, 
2008.
